About Us

The Philippine Amusement and Gaming Corporation (PAGCOR) is a 100% government-owned and controlled corporation created by virtue of Presidential Decree 1067-B, which was later amended by PD 1869 otherwise known as the PAGCOR Charter. It was created to: regulate and operate all games of chance in the country, particularly casino gaming; raise funds for the government’s socio-civic and national developmental efforts; and help boost the local tourism industry.

Today, PAGCOR operates 13 branches in major cities across the three major islands, aside from high-tech slot machine arcades and 8 highly-exclusive slot machine VIP Clubs.

Next to the Bureau of Internal Revenue and the Bureau of Customs, PAGCOR is the third biggest revenue generating arm of the government.

In accordance with its Charter and other governing laws, its earnings are distributed as follows:

  • 5 percent of net winnings goes to the BIR as franchise tax;
  • 50 percent of the 95 percent balance goes to the National Treasury as the National Government’s mandated income share;
  • 5 percent of the balance after the franchise tax and the National Government’s mandated income share goes to the Philippine Sports Commission for financing of the country’s sports development programs;
  • One percent of the net cash income goes to the Board of Claims, an agency under the Department of Justice, which compensates victims of wrongful detention and prosecution;
  • Cities hosting PAGCOR casinos are given a fixed amount for their respective community development projects;

The remaining balance is then remitted to the President’s Social Fund to help fund the priority projects of the government. Aside from these, PAGCOR also provides funds for the implementation of vital laws:

  • Php 400 million a year or Php 2 billion in five years to the Early Childhood Care and Development program;
  • Php 100 million initial funding to the Sports Incentives and Benefits Act;
  • Php 300 million or Php 10 million a month to the Gasoline Station Training and Loan fund.
  • Php 250 million to be taken from PAGCOR’s remittance to the President’s Social Fund to implement the National Museum Act of 1998;
  • Php 5 million a month to be taken from the National Treasury’s share to support the Comprehensive Dangerous Drugs Act of 2002;
  • Php 30 million to fund the Children’s TV Act of 1997;
  • Php 300 million contribution to the Barangay Micro Business Enterprises Development Fund;
  • P14.72 million to the Philippine Seafarers’ One-Stop Processing Center (Presidential Administrative Order 56).

PAGCOR is also being tapped to be the major benefactor of several newly enacted laws and other bills pending in Congress


Branches

PAGCOR Hyatt
Opened in 2004, this branch is found at the ground floor of the Hyatt Hotel and Casino at Manila's Malate district. With a gaming area of about 2,066 square meters, PAGCOR Hyatt exudes a first-class ambience through state-of-the art gaming machines and facilities. It boasts of 602 slot machine units that feature both progressive and linked jackpots. Fifty-one table games make up the heart of its gaming area, including the popular Rapid Roulette. With the rise in popularity of poker, especially the Texas Hold 'Em variety, the branch also hosted the first leg of the recent Asian Poker Tour.

PAGCOR Pavilion
 Located along United Nations Avenue in Manila, the branch has gone through a series of expansions over the years. It now houses an assortment if slot machines and 107 gaming tables, including VIP and SVP rooms for high-rollers. It is regarded as Manila's "one-stop" amusement center with a wide array of entertainment and leisure facilities. Its Alegria Lounge, for example, is a pioneer in presenting top-rate entertainment, ranging from musical performances by some of the country's most popular performers to non-stop ballroom parties and fun-filled bingo games. PAGCOR Pavilion also manages a mini-casino at nearby Citystate Hotel.

PAGCOR Parañaque
The Airport Casino Filipino has 68 gaming tables with a variety of card games — Baccarat, Blackjack, Pontoon, Pai Gow, Stud Poker, Super 6, Casino Wars and Genuine Pairs. It also has Roulette, Big and Small, Craps and Red and White tables, along with 932 slot machine units. Patrons may join the daily bingo games, and VIP players get premium service at the Jetsetters Club. Other facilities include The Forum Hall, the Maharlika Lounge, Club Horizon, Altitude 64, restaurants, a barber shop and souvenir shop, and the newly refurbished PAGCOR Grand Theater, which is the home of Wanders, a spectacular musical-circus production created by PAGCOR Board Chairman and CEO Efraim C. Genuino.

PAGCOR Heritage
A veritable landmark at the southern end of EDSA (where it bisects Roxas Boulevard) the branch occupies four levels of The Heritage Hotel. PAGCOR Heritage is centrally located and just a 10-minute drive from the international airport and the central business district in Makati City. Its basement area houses most of its 435 slot machines, while 128 units are at its VIP area on the first floor. The main gaming area is on the second floor and features 59 tables, with 43 devoted to Super 6. Lounge singers and musicians form the nucleus of its nightly entertainment offering.

PAGCOR Angeles
PAGCOR Angeles's building façade never fails to draw curious looks from those plying McArthur Highway in Angeles City, Pampanga. The bas relief structures pay homage to Kapampangan folklore and are a testament to Filipino artistry. Inside, lavish interiors, excellent food, lively entertainment and personalized service weave spells on anyone.The casino area has 452 slot machine units and 45 gaming tables that feature various games such as Mini Baccarat, Insurance Baccarat, Pontoon, Roulette, Pai Gow, Stud Poker, Live Baccarat and Super 6. Being at the heart of Central Luzon's nightlife circuit, PAGCOR Angeles prides itself with Club Sinukwan. The overall result is a rewarding experience for guests that pass through its doors.

PAGCOR Mimosa
Tucked inside the Mimosa Leisure Estate in Clark Field, Pampanga, treasures its proximity to the Diosdado Macapagal International Airport. As such, Korean, Malaysian and Singaporean visitors flock to the casino regularly in addition to local guests. PAGCOR Mimosa has an 875-sq.m., 21-table gaming area and 361 sq. m. more at its 149-unit slot machine arcade. Lounge singers at the gaming area and ballroom dancing at the show venue are the main modes of entertainment. Guests can choose among the in-house United Endeavor restaurant or the nearby shops Bahay Kubo, Red Crab, Korea House, Zen Japanese, and The Grill Room.

PAGCOR Olongapo
Olongapo City's entertainment strip boasts of exciting PAGCOR Olongapo replete with first-class services unique to "Asia's Friendliest" casino. The facility occupies over 1, 300 sq. m., more than half of which features exceptional gaming and leisure. With 18 gaming tables and 177 slot machines, the branch suits perfectly the needs of every discerning guest. There is also a special VIP room, a mini stage for musical performances, a bar, and a dining area. In addition, a host of fun-filled attractions can be enjoyed at nearby Subic Freeport including Subic Marina, Grande Islands, and Ocean Adventure.

PAGCOR Tagaytay
With Filipiniana-themed interiors, this casino also features a gigantic crown atop its building that can be spotted from miles away. PAGCOR Tagaytay's interior design is reminiscent of 19th-century Cavite and even has a replica of national hero Emilio Aguinaldo's highly familiar veranda in nearby Kawit. Easily accessible to weekend visitors wanting a quick getaway from Metro Manila, it sits on 9,102 square meters inside the SM Tourism Estate. It features 386 slot machines and 32 gaming tables, excluding one each for Pai Gow and Stud Poker. Although CF-Tagaytay has no "in-house" hotel like its sister branches, guests can choose to stay overnight in the many hotels nearby.

PAGCOR Laoag
As a key attraction of the Fort Ilocandia Resort Hotel, PAGCOR Laoag regularly welcomes both local players and visitors from nearby China, Hong Kong and Taiwan. It offers eight VIP rooms, 37 gaming tables and 100 slot machines. Truly a casino with an international flavor, it includes European, American and Asian-themed clubs. Fort Ilocandia's facilities, meanwhile, provide a variety of activities for the outdoorsy individual. These include an Olympic-size pool, tennis court, gym, sauna, and pristine beach where guests can indulge on variety of water sports such as jetskiing, banana boating, surfing and sailing.

PAGCOR Cebu
Housed in five-star Waterfront Cebu City Hotel in the Queen City's Lahug district, PAGCOR Cebu's gaming area features a Filipino-Spanish motif patterned after Carcar, the oldest town in the province. The three-level, 4,400-sq. m. gaming area contains 452 slot machines and 51 gaming tables operating 24/7. It also has bingo sessions three times a week, a "Bingo Karambola" every last Sunday of the month and a
P1-million bingo fiesta every last Sunday of each quarter. Live bands form part of the nightly entertainment at the gaming area. Teatro Casino, on the other hand, is the perfect venue for parties, fashion shows, concerts and even plays.

PAGCOR Mactan
PAGCOR Mactan is located at the Waterfront Airport Hotel and Casino across Mactan International Airport. Like PAGCOR Cebu, it features a large gaming area, totaling almost 5,000 square meters, and houses 270 slot machines and 23 assorted gaming tables. Aside from the regular nightly musical entertainment, the branch hosts ballroom dancing sessions thrice weekly. Concerts and fashion shows are a favorite event at its Budyong Hall and Entertainment Center. Those looking for culinary delights can try the Café Fortuna, Café Uno, Korea Town Restaurant, or its Japanese counterpart.

PAGCOR Bacolod
Built in 2000, PAGCOR Bacolod's architecture reflects the ancestral mansions of the Negros provinces' once-powerful sugar barons. The centerpiece is a grand stairway leading to four luxurious suites and 64 guestrooms. Visitors can immerse themselves in the main gaming area's 340 slot machines and 21 gaming tables. They can also take a break at the Kahirup Lounge, sample the food at Café Tertulia, and enjoy nighttime entertainment at the Taberna Music Lounge. An oyster-shaped swimming pool and an air-conditioned amphitheater that sits 1,000 with twice-weekly bingo sessions are its other attractions.

PAGCOR Davao
A world-class casino and a tourist attraction in Mindanao, the casino is located at the Grand Regal Hotel in the Davao City's Lanang district. PAGCOR Davao boasts of a total gaming area of 2,153 square meters with ethnic Mindanaoan architectural motif underscoring the rich cultural heritage of the region's citizens. Grand gongs and a replica of the Philippine eagle grace the casino entrance, along with a mural of unique Filipino games. Gaming-wise, its Yakan-inspired slot machine area houses 210 units, while a Maranao theme dominates its main gaming area, where 20 gaming tables are found.
